Unfortunately the 6D MKII does not shoot in 4K. The maximum resolution is 1080p at 60 frames per second.

No, the 6D Mark II does not have any type of built in image stabilization for taking still images. 

There are two levels of image stabilization only in movie mode, however this does come with image crop.
